They've been left in the middle of sidewalks. What is wrong with these people? Electric scooters vandalized. We've totally lost our minds in San Francisco. They've even been f***ed on. They've dropped out of the sky without warning, without permits. But for each person who might call them the devil incarnate. Joy rides for tech bros. You'll find another who'd call them heaven. There we go. I think it's pretty cool. On two battery powered wheels. It's helpful if you don't want to ride and get sweaty. This is I think that there's a lot of bigger issues than a scooter. Riding them is actually fairly easy. You've got your throttle on the right and the brake on the left. The problem is because these e-scooters are so new and they popped up so fast. There aren't really any rules of the road that apply. And those that do, few seem to be following. You were riding yours on the sidewalk. I was riding mine on the sidewalk, yeah. You're not wearing a helmet yourself. I mean, there are people who aren't following rules, right? Yeah, definitely not. No matter how you look at it, the city was caught off guard by the rapid scooter deployment. Systems launched in San Francisco without a lot of consultation with the public or with the community. Tom McGuire with the city's transportation authority is scrambling to write regulations for new scooter permits. I wanted to sort of quickly get this in the hands of the public. Of the three scooter companies with a presence here, Spin was the only one that agreed to speak to us on camera. And they say it's just a matter of users not yet knowing the rules. Does it say stay off sidewalks? Yes, it does. So how do you enforce something You can tell the driver who rents your car to make sure you follow the rules. But at the end of the day, if a user gets pulled over for speeding, it's on the user. Translation? They say the user is liable. Do you expect e-scooters and the city of San Francisco to be able to coexist peacefully? Definitely. Until then, the battle lines. . . The audacity of the people. . . . . . have been drawn.
